The Library Council of Washington is composed of members representative of the library community who act as a catalyst for dealing successfully with library-related issues of statewide concern, and advise the State Librarian and the Office of the Secretary of State on statewide library issues and the expenditure of federal funds.

Gathering Ideas for Future Statewide Projects
Each year the Washington State Library and the Library Council of Washington ask to receive ideas about how federal Library Services and Technology Act (LSTA) funding should be used in Washington State.
When reviewing ideas, please keep in mind that new projects developed with LSTA funding must advance one or more of the six national LSTA State Programs priorities and must work to deliver library programs, services, and resources to the people of the state.
The six national priorities are:
- expanding services for learning and access to information and educational resources in a variety of formats, in all types of libraries, for individuals of all ages;
- developing library services that provide all users access to information through local, state, regional, national, and international electronic networks;
- providing electronic and other linkages among and between all types of libraries;
- developing public and private partnerships with other agencies and community-based organizations;
- targeting library services to individuals of diverse geographic, cultural, and socioeconomic backgrounds, to individuals with disabilities, and to individuals with limited functional literacy or information skills; and
- targeting library and information services to persons having difficulty using a library and to underserved urban and rural communities, including children (from birth through age 17) from families with incomes below the poverty.
The following ideas have been received in response to the request for FY2009 ideas. These ideas will be reviewed and prioritized by the Library Council in May 2008. Following review, ideas will be incorporated into next year’s workplan for the Washington State Library to the extent that resources are available to support the idea’s implementation.
